A fingerprint on the ransom note led to his arrest.
Police are investigating whether Rose, 46, was involved in any other crimes.
“I’ve been praying for 48 hours since the first amber alert,” said Carol Brown of Ballston Spa, who lives down the road from Brown’s location..
Brown knew something was up Monday night.
“Police officers across the road, helicopter flashing overhead. Just like out of a movie,” Brown said.

Gov. Kathy Hochul said Ross set the stage for his arrest by leaving a ransom note in the family’s mailbox early Monday morning and going to the girl’s home.
“The ransom note is inserted, leaving behind an important piece of evidence — his own fingerprint,” Hochul said.
The printed test took the suspect in a few hours.
Witnesses said assembled first responders erupted in applause when Charlotte was found in good condition.
As for Rose?
“My family had a problem with him at the beginning of the summer,” Brown said.
Brown said one day her young grandson came outside because he was in the yard.
“And above him, directly above him, standing with his back to me, was the man,” Brown said.
“You confronted him and he got on his bike and ran away?” CBS New York’s Tony Aiello asked.
“Yes, I believe with all my heart that my grandson may have been ‘this close’ after last night,” Brown said.
